Minority government option, but no life expectancy

In the event of failure of the co-governance agreement between the Vetevendosje Movement and the Democratic League of Kosovo, a minority government is seen as an option. Not reaching agreement between the two political parties for political analysts is an indication that there may be such a government, but that its life expectancy is being disputed. Life Krasniqi from [...]
Life Krasniqi from KDI has told Kosova Prees, that the minority government is an option, but that according to it would create many problems in working on the job, where it cites a lack of quorum or lack of numbers to push forward various laws.
It cites the functioning approach of Haradinaj government, which according to it is evidence that as a government that has not had sufficient numbers has faced numerous problems, up to the opposition's condition to vote on laws.
“If we have a minority government, then it can be a government, which at any moment its destiny or power will also base on numbers, which should come or support, which should come from the opposition and not always that support will be there. This could also affect the inability of the government to push forward its legislative programme or even initiatives, which it will undertake and there is always the possibility that parties, who are in the Assembly, opposition parties at any moment, can make a no-confidence vote against the government, bring it down or blackmail it. It is not the most favourable scenario, but it exists as a scenario, and of course Vetevendosje can prove and see if there will be readiness to vote as a government, that even if there is a minority government, which is guided only by the VV, then the same should be voted in the Kosovo Assembly by 61/1 votes, she said.
Krasniqi says that if Vetevendosje proves a minority government will face challenges as long as that government is voted on, and if it manages to vote the challenges will be added during the work in the Assembly.
Life expectancy of such a government, according to Krasniqi, will always be dependent on the opposition, which can also take initiatives to overthrow the government.
It will absolutely depend on the willingness of political parties, as political parties in the opposition will have more numbers in the Kosovo Assembly and will be able to take initiatives to bring down that government. We have also seen in the past when the PDK-led government together with the LDK, when that government has also collapsed, when Prime Minister Isa Mustafa was with the government partner The PDK with opposition parties for political purposes. Always, these political goals of political parties can exist there when there is even a minority vote in the Assembly of the Republic of Kosovo. Therefore, it is always trying to go with a more consolidated majority so that we do not always have these political situations”, Krasniqi said.
Political analyst Rasim Alija has said of Kosova Prees, that a minority government would be fatal for Vetevendosje Movement, as according to him there would be no quality of governance.
“Even LVV is aware that a minority government would be fatal to them, above all the quality of that government, does not guarantee that there are certain products or quality products. On the other hand, what the Vetevendosje Movement -- the minority government -- sees as option -- would be short-lived, or long-lived, government because we know what problems Ramush Haradinaj's past government has been with, where it is dependent on one vote or two of the stability of the entire government. So, such minority or minority governments that are dangerous in two aspects, in their qualitative terms, but also in their life expectancy. Thus, I eventually see it as the kind of LVV language or rhetoric used by LDK, not something that seriously thinks and examines the option of a minority government”, he said.
Alija says that the life expectancy of a minority government would not be longer than a year and a half, while even the LVV programme would remain unmet.
It's a risk to its life expectancy and in all options it couldn't be a government that would pass the term of 1 year or 1 year and a half of government, and that they know LVV, other political subjects know. It would be fatal for the LVV even in the sense of strengthening it, in the sense of retaining its electoral. The LVV knows that above all depends on the life span of the government that would be short, and above all, it would affect the quality of governance by LVV, because a minority government is almost in existence and most laws and bills could not pass to the Assembly. As a result, the LVV programme would remain incomplete, unmet to large extent”, Alija says.
That a minority government may be option days earlier for the media had said LVV chairmanship member Jelal Svecla, under which, in the event of failing to reach agreement with the LDK, the minority government is an option.
But in a written response from the Vetevendosje Movement Media Office, they reportedly do not want to think about other options and that they are negotiating with the LDK, with which they hope to reach agreement.
The multiproposals of the Vetevendosje Movement, the concessions made to reach the agreement are actually our maximum efforts we have made and we will do the next few days to reach agreement with the LDK. In this way, we do not want to think about other exit alternatives. We are negotiating with the LDK and we hope to have a” agreement, says the response of the LVV Media Office.
We remember that early national elections were held on October 6th last year and there is still no coalition agreement between LVV and LDK, even though there are 12 days left when Prime Minister Albin Kurti must propose the government.
