The LVV and LDK have not held a meeting this week about reaching the final agreement on forming the government. But both subjects have made successive bids for co-governance. The LDK has demanded that the post of chief parliamentari pass the Democratic League of Kosovo until the election of the new president, who would also belong to the party led by Isa Mustafa.
The Democratic League of Kosovo (LDK) has not examined at all Vetevendosje Movement's latest bid (LVV), through which it was proposed that the number of ministries increase from 12 to 14 Sosh. Thus has LDK leader Isa Mustafa, who has said the party he heads has not asked for a change or exchange of ministries, so he neither treats nor examines such a LVV position. However, the LDK has handed Vetevendosje another bid, demanding that the number of government dictatorships remain as originally conceived, 12. But in this proposal, handed down during Wednesday, the LDK also says that it must have the post of chief parliament until the president's election, though chairman of the Parliament has already been elected LVV chairmanship member Glauk Konjufca. According to the LDK, following the election of the new head of state, proposed by the party leading Isa Mustafa, the LVV will return to the position of Speaker of the Parliament.
LDK bid, contrary to LVV proposal
While it has revealed the contents of the LDK's offer, which has been handed over yesterday to the Vetevendosje Movement, the member of the headship of the Democratic League of Kosovo, Avdullah Hoti, has said its contents were proposed at the January 8th meeting. In the context of this document, among other things, it is part of the point in which it is said that the position of chief parliamentary must be returned to LDK. “The LDK will have the Speaker of the Parliament until the president's election, then the chairman of the Assembly will pass LVV. This means that in the first year of co-government each partner holds a high state position ( The LVV has the prime minister, the LDK chairman of the Assembly --” -- stresses the content of this offer.
At the second point of the proposal, it is said the next government should have a total of 12 ministries. Such a proposal has been addressed to LVV despite the fact that this last one, just a few days ago, confirmed he proposed. The LDK's number of government dictatorships runs until 14. “The number of ministries remains 12 and their structure remains as agreed earlier on”, the LDK's bid is highlighted.
The post of president is also being discussed, with which the coalition partners for future Kosovo president reportedly backing the LDK-proposed candidate. Also reportedly five ministries must meet the LDK, until five more LVVs.
Although LVV has not indicated whether it will consider this offer, the Secretariat's official for media of this subject, Erzen Vriniqi, has released yesterday a video recording of January 26th, in which LDK leader Isa Mustafa says this subject will vote without any condition on the establishment of new institutions, run by LVV. Such a statement was made a few hours before the election of the chief parliamentary Konjufca, for which LDK deputies also voted. The Constitution is up to the first party to make the nomination for chairman of the Parliament. If we have a candidate who proposes LVV, we have agreed to vote on that candidate, so that we don't create constitutional obstacles for the constitutional framework of the Assembly”, the LDK leader was expressed.
On the other hand, before the LDK made its bid to the Vetevendosje Movement public, the LVV proposed that the number of ministries be increased by what was first proposed among the parties. We add the number of ministries to the government, from 12 to 14 Sosh, with what Vetevendosje Movement has 5 ministries, while the Democratic League of Kosovo has 6 ministries. The additional ministry for LDK comes as part of one of the largest ministries to have LVV”, the Vetevendosje proposal said.
As for the president, the LVV in the latest bid has said there should be a common statement on the president's issue, based on the initial draft from the LDK that includes position in front of the current president, consensus effort and restriction regarding eventual deals with the former PAN.
LDK warns last meeting with LVV
In this regard, LDK leader Isa Mustafa has been declared, who has said that this subject has not considered the offer made by LVV at all. We have not entered to appreciate what the Vetevendosje Movement has written to us. In no case have we, like the LDK, requested increased ministries, have asked for a change or exchange of ministries. We do not treat and consider such a position of LVV”, he stated.
The LDK leader has now said they will expect how the Vetevendosje Movement will operate after the latest bid submitted by the Democratic League of Kosovo. It's the offer that we've been handling during our conversations, we've demanded that the LVV after the 26th date clarify its position regarding the further partnership and how they see the LDK country in this partnership. First to clarify that we don't want to make any agreement on co-governance if it is not a partnership agreement, in which both sides would feel powerful as long as they have taken the trust of Kosovo citizens”, Mustafa has continued.
The LDK and LVV, as he has continued, have no reason to sit down for hours to discuss. The next meeting, as Mustafa expressed, should only take place to reach the final agreement for co-governance. I don't see any reason to sit down and talk for three hours and come out dumb next to you. I see reasons for the next meeting to take place only to reach agreement. I see reason to make deals, but partnership agreement. It is unacceptable that we crawl”, the first LDK positioned, writes Zeri.
The combination of bids, the possibility of overcoming the stalemate
While commenting on the two parties' bids, run each other, political affairs connoisseur Armen Muja has said their interlocking could lead to resolving the situation. “The combination of these bids can solve the political stalemate. Calculating the fact that LVV has a hard time giving up on the top parliament at this time and that even the LDK has voted for it, it should focus on this formula: The position of the topparliamentary to be exercised in rotation for the first two years for LVV, while the next two years for LDK”, Muja has declared, while proposing that a total of 14 ministries be created.
Meanwhile, political circumstances connoisseur Artan Murati has said the LDK's offer should be considered by Vetevendosje and given a final version of how to move on. This, as according to him, procrastinating to make the future government must now be over. “It is positive that there is a reflection of the LDK in addition to Vetevendosje's recent bid for reaching an agreement. That means there can be movement in this direction. The LDK counteroffer should be assessed by LVV and given its final version”, he stated.
