Militants seized two settlements in the area, the ministry said, adding that Syrian forces had been forced to withdraw from some of their positions, Reuters reports.
Russia, which helps President Bashar al-Assad's forces, said government forces killed up to 50 militants and injured as many as 90 attackers.
The attacks began Wednesday, and fighting in some parts are still under way.
Idlib is the last territory in the country held by rebels, and hundreds of thousands of people in the area have fled in recent weeks due to air strikes by Russian and Syrian forces.
