On November 28, 1912, Albania declared independence, and Ismail Kemal was Albania's first prime minister.
83 delegates from all Albanian trains participated in the declaration of independence. Immediately after declaring independence, the Vlora Assembly formed the first government of Independent Albania, led by Ismail Kemal.
International recognition of independence, as well as the definition of Albania's borders, took place after a year at the Ambassador Conference in London, whose decision was announced by the Albanian sovereign princeate by the Ottoman Empire under the supervision of the International Commission of Control and the leaving of half of the state territories reformed outside its administrative borders.
