On Monday, the United States published some satellite images showing damage to oil facilities, and they pointed to Iran's finger of guilt.
Iran denied involvement in attacks.
The Huth rebels in Yemen, who are linked to Iran, claimed responsibility.
Huth has staged attacks on Saudi land before.
However, the latter were much larger and hit the world's largest oil processing plant and another oil field.
The immediate effect was to reduce 5% of global oil supplies and increase prices.
Stoltenberg also said Iran “is destabilizing the entire region”.
