The dialogue on normalisation of relations between Kosovo and Serbia, which must be concluded with an inclusive and judicially binding agreement, will be one of the main issues, but also the main challenge for the country's future government, which is expected to emerge after early parliamentary elections, which will be held on 6 October, praise connoisseurs of political developments.

Politologist Ramush Tahiri tells Radio Free Europe, which international pressure to resume dialogue with Serbia, as it was to the outgoing Kosovo government, will be to the next government.

The government of the Republic of Kosovo, after these elections, is wise to be a government of the wide spectrum and to have sufficient numbers of votes, which so competently and competently lead talks with Serbia, towards reaching an agreement on normalising relations. These talks should lead to mutual recognition, but first of all, it should open Kosovo's Euro-Atlantic perspective”, Tahiri said.

Kupchan: Territorial Switch Issue Must Be on negotiating Table
Political affairs analyst Agon Maliqi, speaking of Radio Free Europe, stresses that the resumption of dialogue with Serbia will be a priority, even imposed by the international community. That, according to him, was also made clear by the statements of the ambassadors of Quint countries, but clear signals, as he says, were also sent to Matthew's appointment. Palmer as the United States Special Representative for the Western Balkans.

Maliqi estimates that all of these are signs that Western countries -- particularly the United States -- will insist that the new government's main topic, at least in the coming year, be dialogue. The question of dialogue, according to him, can also be the topic that will also define the potential coalition for forming the new government.

“Since the main topic will be dialogue, this will be the subject that maybe even defines the nature of the coalition. Second, then, since dialogue or any agreement, if reached, will require some kind of broad consensus, it may even go with some form of ʹ but, that's very speculation at this moment to expand, to be more inclusive. Whoever is in the new government, due to past experience, must keep in mind that it cannot go negotiate without making sure it has some kind of constitutional majority, if not in the government, at least ahead of the” dialogue process, Maliqi stressed.

Vuciq: Dialogue with Pristina could continue in December
He has stressed that the new government can only escape this situation for other external reasons, which connect to what the EU's role in Kosovo- Serbia and the EU's elected foreign policy chief, Josep Borelli, will inherit his predecessor's work, Federica Moghrini, as well as elections in Serbia, which are expected in the spring of next year. On the contrary, international pressure on it will be large enough to resume dialogue and reach a final solution.

Politologist Tahiri expresses the thought that dialogue will be an alternate challenge for Kosovo's future Government. According to him, dialogue is binding for Kosovo and Serbia, because it owes the UN Assembly resolution of September 10, 2010, which 27 European Union countries had proposed.

The next “government should be open mind government, government that respects all international rules and conventions. As such, it takes a government that is not afraid to make decisions and has the authority to make decisions. In this case, it should be the government, which in the first week would suspend the tax of Kosovo institutions for the goods of Serbia and Bosnia and Herzegovina”, Tahiri praised.

Gordy: Kosovo will take no step until new government is elected
Given that the dialogue issue with Serbia and the topic of the border change option, as a possible solution, have created circumstances that have led to the disruption of dialogue, and then additional reasons for the government's collapse in Kosovo, analyst Maliqi estimates that the possibility of the situation repeating is not ruled out.

At a time when we don't know what government composition will be and we don't know what kind of final deal we're talking about, it's hard to predict. But even if the Government of Kosovo could possibly afford any pressure and can resist the international community, it would be cost-effective and long-term consequences for Kosovo, in the sense of international support in both Brussels and Washington. It seems there is a kind of approach to the international community in insisting that Kosovo move forward in dialogue, and Kosovo can decline indefinitely, but at a high cost meaning losing support from international partners”, Maliqi said.

However, US senators Chris Murphy from among the Democrats and Ron Jonson from the Republicans have warned that together with a delegation of Congress, during this week they will visit Kosovo and Serbia to express, as they have said, support for dialogue between the two countries.
