Who is Vladimir Cizelj?

Vladimir Cizej, is Slovenian national and his name is linked to several issues in Serbia.

Vladimir Cizej was a shareholder of the Group “TBI” owned by the Export Credit Bank.

In 2012, media reported that Vladimir Cizej's company “Vlatacom” had delivered equipment for the International Sports Meeting “Univesida” in Belgrade, a year and a half after the activities of this organisation were held.
The contract for the purchase of equipment with the company “Vlatacom” was signed by the Interior Ministry, which was then run by Ivica Dacic.
On the other hand, Kosovo's Foreign Ministry, in a statement days ago, says Cizelj was involved in a known scandal in South Africa's Botswana for selling encryption systems through taking bribes from senior government officials.

Interestingly, Belgrade-based “Vlatacom” launched a meeting of representatives of the Ministry of Defence of Serbia and Botswana in 2017. At this meeting it was declared, among other things, that the “support of Botswana in Serbia's efforts to preserve sovereignty and territorial integrity in Kosovo” is a good basis for further co-operation between the two ministries.
The company “Institute Vlatko” develops computer products, such as systems for issuing personal and travel biometric documents, identity confirmation systems, traffic control, etc.
According to data from the financial report in 2018, Vlatko owns “Centre VT” in Belgrade, and the firm Vlatko in Botswana, and that its products for automatic control of travel documents, and passenger records are used at international crossings in Serbia, Nigeria and Moldova.
Several state institutions in Angola, Botswana, Nigeria, Iraq and Slovakia are also reported to use equipment developed by “Vlatacom”.
Russia's ties to the Central African Republic
In recent years Russia has strengthened its influence in the Central African Republic. In August of last year, it signed military co-operation agreements with the country.
