The states of Macedonia have sought to initiate dialogue between Kosovo and Serbia immediately.

They have even said that to launch this process, Kosovo must remove the tax on Serbia, while Serbia must stop the campaign to abolish recognition of Kosovo.

Below is the complete communique:

The governments of France, Germany, Italy, the United Kingdom and the United States of America are united in the goal of seeing the full normalisation of relations between Kosovo and Serbia through reaching a comprehensive, politically stable and legally binding agreement that contributes to regional stability. The status quo hinders the progress of Kosovo and Serbia on their way to the European Union (BE) and is simply not sustainable. After years of impasse, the time has come to finally conclude the conflicts of the 1990s and to offer a secure and prosperous future for the citizens of Kosovo and Serbia by negotiating in trust a deal that can support both sides.

Therefore, we call on Kosovo and Serbia immediately to resume the EU-led dialogue and ask both sides to avoid actions that would prevent a final agreement, which is necessary for both countries to achieve greater Euro-Atlantic integration and supporting benefits.

We are willing to strengthen our role in this process in supporting the EU High Representative, but we can only do so when you give signs of willingness to compromise, remove obstacles and resume talks. For Kosovo, this means lifting taxes imposed on Serbia. For Serbia, this means cutting off the campaign to lift recognitions against Kosovo.

We want to see people of Kosovo and Serbia benefit from lasting peace and have the opportunity to build their own future. We're willing to help in any way.
