The ombudsman recalls that these rights stem from the Constitution of the Republic of Kosovo, as well as Article 2 of the European Convention for the Protection of Human Rights and Freedoms and its Protocols.

The report, which has been forwarded to responsible authorities, has been initiated by the Ombudsman, in order to assess the application of key principles of the state's positive obligations about right in life, due to domestic violence of April 22, 2019, in Pristina's Dardania district, with a man killing his wife, the son's wife then committed suicide.

“Report estimates the effective realisation of the rights of persons/victims of domestic violence in Kosovo, in relation to the approach to care and treatment of this category of persons, in particular stopping from discrimination, inequality, failure of responsible authorities in protecting the rights of victims of domestic violence, and state obligations to protect the lives of citizens. These rights guaranteed by the Constitutions and international instruments are realized in practice, through laws, policies and strategies, the implementation of which this Report has analysed, but since the report found there are violations regarding the fulfillment of constitutional and legal obligations towards victims of domestic violence, and the obligations of the state to protect the lives of citizens, the Ombudsman has come up with concrete recommendations against the responsible authorities regarding improving the situation from the perspective of human rights, with the aim of building a system in accordance with the principles of rule of law<16>, the media report on this institution.

With the report, the Ombudsman has recommended to the Government of Kosovo to compensate for the families of victims Krasniqi; Kosovo police to hold emergency call records for cases of domestic violence recivilists and to give priority to handling these cases; The Ministry of Health and Hospital Clinical and University Services issued a guide that will inform all health institutions of the duties and responsibilities they have when facing cases of dealing with persons with mental disorders, as well as forcing them to act on the basis of the Law on Mental Health, while there are recommendations for both the Judicial and Prosecutorial Council, the Pristina Commission, and the Office for Protection and Victims Assistance.
