Hamza says budget failure does not bring negative consequences

Hamza says he wasn't presumption of the budget either this year, because the 2019 budget has been well planned, and doesn't present any financial problems, because the revenue trend is positive and according to planning.

According to him, budgetary organisations are able to carry out all their contributing obligations to any company or institution.

The state is able to carry out all its legal obligations for salaries, for pensions without delay, and for all contractual obligations to all executional companies of projects without delay. If any budgetary organization doesn't pay the means in time when legal conditions are met, I call it irresponsibly, without jobs and in certain cases even legal violations. He says, among other things, the law allows those organisations that need re-enhancing in the past three months, with MF's proposal in the government becoming multi-completion on the basis of the demands of budgetary organisations.

“If there is any internal adjustment or re-regulation within budget organisations, the budget law envisions such a possibility, that in the last three months through the finance ministry's proposal for the Government to make a decision that 5 percent of the total budget has the potential to be re-destined by economic categories into economic categories, without any difficulties, without any that 5 per cent of the total means more than 100 million euros that can be re-decented”, he declares.

For failure to repeat the budget, there have been remarks from opposition parties and from recognition of economic issues.

Minister Hamza also says the budget failure poses no problem either in implementing the wage law.

“All employees who earn salaries through Kosovo's budget will receive salaries on the basis of the new law, which is approved by the Parliament of the Republic of Kosovo, is the legal obligation, and from the date when it is calculated with new cofficiency, all employed will receive salaries under the new law, and this will be December of this year. Financial means in the budget are, the salary measure is more than enough budgeted for covering this” cost, Hamza said.

Otherwise, if last year, no budget revision has taken place in the Kosovo Assembly, which had to happen in June or July.
