Categorizing audiences as civil servants, according to the audience, violates the independence and integrity of the audience. Directors of this institution have told the “Coha Ditore” that an interpretation by the Constitutional Court is also needed, but this, as they have said, can be done by the ombudsman, who has also announced their concerns.
On the other hand, the ombudsman has said they are in the phase of analyzing the law if it is in accordance with the Constitution. He has said he has received some complaints from independent institutions, but without law in force, he cannot address the court.
The Law for Public Officials has been adopted in March this year in the Kosovo Assembly, while its implementation will begin on December 1st of this year. As soon as it's over, the audience will have a legal overhaul of the working relationship as civil servants, part of the civil service.
