Media have reported that the Kosovo government is concerned about a new tax that could be imposed on heavy tonnage vehicles on Durres-Kukes Street. According to the Kosovo side complaint beginning September 1st on the Nation Street, scales will be installed, which can bring additional taxes on heavy tonnage vehicles.
But for economic connoisseur and economics journalist at the Top Channel, Klodian Tomorrow cannot happen by explaining why.
“Passing taxes on Durres-Kukes Street are clearly defined in the concessional contract and range from 1 euros for frequent users up to 22 euros for heavy trucks with 4 assets or more. These taxes can't be changed by anyone. Neither grow up nor sit down nor increase in number nor reduce”, he said.
According to Tomorrow, the only way to change or impose new taxes on Durres-Kukes Street is to amend the concessional contract. But even if the concessional contract was changed, he says there's still no tax on car weight.
“The way they move transport vehicles on the road is regulated through the Road Code. In articles 10, 54 and 62, the Code clearly defines the allowed limits of road transport and sanctions if they are broken. According to the Code, the overall border weight of a vehicle, consisting of the weight of a vehicle ready for movement and from that of its cargo, there can be no greater than 5 tons for ax for one axis, 8 tons for ax for those with two axiss and 10 tons for ax for those with 3 more axes. Any tool that breaks these loads violates the law and is a threat to road safety. When you violate the law, you are not taxed, but you are punished according to the sanctions the law provides for”, Tomory follows.
For this reason, he does not believe that there will be additional taxes on weight, either from the concessionist or from the state.
Tomorry said he does not believe that the Kosovo government has raised concerns for drivers who break the law and load their tools on tonnage allowed by securing not only the road but also the people.
He said that if the extra tax is introduced informationally by the concessionist, that is, the means that have exceeded the concession of asking for extra money in an informal way, that is a violation of the law.
This is a road safety breach, violation of concessional contracts and damage to public property. The concessionary company has the obligation to set the scales and measure the load of each vehicle. If it finds tools that have exceeded the burden specified in the law, then it is obliged to block its movement immediately and inform the police to take penal measures. Only police have the power to impose fines that are collected in the country by non-compressionaries. This can't happen in any” scenario, Tomorrow is over.
