Leakim struck Wenling between Taiwan and China's financial capital, Shanghai, in the early hours of Saturday.
The storm was initially named a “up-tajfu”, but weakened just before the earth fell.
Leakim is now slowing the road north through the province of Zhejiang and is expected to strike Shanghai, which has a population of more than 20 million.
Emergency crews have struggled to save floodbound drivers and have sought survivors in the ruins of damaged buildings.
The fallen trees and power cuts are widespread.
