German expert to the Democratic Policy Council (Democratisation Police Council Dyncil APUC), Bodo Weber, as well as British journalist and author Tim Judah, agrees that the Special Court whose appeal was taken from Haradinaj for resignation from the post of prime minister has had and will have impact on developments in Kosovo, as well as other processes through which Kosovo passes, from dialogue to the process of European integration.
Even Judah says that “one of the greatest tragedies” in this process is that everything went too slowly.
And what we've seen with Haradinaj's case, and what we're going to see with the charges, is that politicians will have the opportunity to turn the focus from the time of war, national issues and so on, at a time when social and economic issues should be primary”, says Judah. “These contain Kosovo and the region”, he adds, stressing that at a time when there is increased resistance to EU enlargement and major geopolitical changes in the world also affect Europe, “anything that restrains the region is bad news”, reports “Koha Ditore<87>.
While Weber, based on secondary information, says that in the past two years, the Special Court has already played a key role in developments in Kosovo, as its existence has affected the actions of some of the key actors in the country.
According to him, the Court's practice of secret interviews leaves unlimited space for speculation.
For example, whether someone believes in words that President Thaci has been interviewed several times over the past year, keeping this fact secret and continuing to work as normal, unless Prime Minister Haradinaj appoints such an interview, and uses it as a reason to resign ♫ which at the same time creates space for various political maneuvers”, says Weber, stressing that in this sense, the court's “at this stage has an unprecedented impact on political actors in Kosovo, while the last case of questioning the western districts even raised questions about whether the individual court of Western actors is guided by <x>
Connecting the court's case with Brussels' dialogue, Weber stresses that the key “was that the two-year push by President Thaci for a settlement in exchange of territories has resulted in a clear resistance to such dangerous ideas that developed to political elites, civil society, the overwhelming majority of citizens, including Kosovo Serb citizens”.
This will remain, no matter what unpredictable turbulences that could create on the domestic political scene the actions of the Special Court in the future”, says Weber. “In this regard, when we have a re-establishment of negotiations and even when the West takes over and returns to its liberal democratic values, Kosovo political actors will still be faced with the challenge they had, even when negotiations began in July 2017 to create a common negotiating platform and act as an actor”, he concludes.
