Why is it very important for the state to know who the real veterans are?

The list of veterans of the Kosovo Liberation Army is one of the biggest scandals in Kosovo. Their excessive fruitage, with people not part of the war, has sparked many reactions and an investigative process from the justice system. Finally, one of the founders and leaders of the Kosovo Liberation Army, Kadri Veseli, now Kosovo Assembly Speaker and Kosovo Assembly Speaker. However, from financial and political analysis of the veterans' pension scheme, there is a fundamental question: Why is it very important for the state to know who the real veterans are?

First of all, we need to know how the whole situation has developed and who it is that worked all this way.

The Law on Veterans began to apply in 2015. That was when past Government, led by Isa Mustafa, made a decision to start giving pensions to veterans without closing their list.

In the first few months of 2016, when they began with their first pensions, it was a much lower number than it is today, numbering between 15,000 and 22,000 veterans.

This means that real veterans, those who have taken part in the war, have long applied to obtain veteran status. But, the number increased markedly when Ramush Haradinaj took the lead in the government. With great speed, the list went up and the number of veterans multiplied. Now, it has about 38,000 veterans. This number, not only has damaged the veteran's reputation and the KLA's name, but also damaged the state budget.

While it has started at a cost of 2.5m euros per month, it has now reached 6.2m euros. This means 150 %s payment has increased from January 2016 to January 2019.

If the government, but even law enforcement agencies, the police, prosecutors, and courts, were more efficient and responsible towards this process, savings would be enormous. Savings would be up to 30m euros annually, a non-small amount to the state budget.

Such a budget, shared without merit for people who were not in the KLA but deceived, would be very useful if they were invested in education, health, or agriculture. It is a fact of knowledge that citizens need much more quality education services and a far better medicine than it is today.

Because of all of what happened with veterans' lists, there's a lot of people to blame. But who did? The government of Isa Mustafa was the one who started with deviations.

The Commission, or Office for Veterans Certificate, was at the office of former Prime Minister Mustafa, the then Finance Minister Avdullah Hoti, and Arba Abashi, as Minister of Labour and Social Goods, approved the grant of pensions without closing veterans' lists. So without legal grounds. The Minister of Labour and Social Management, Skender Recica, who with the Veterans Law is obliged to make the veterans' rankings into three categories and then must close the veterans' list, thus making it cut the minimum wage bond with veteran's pension.

Since the list is still open to fulfillments because there is no classification, it increases the real danger that it will swell even further. The rise in the veterans' list also means increased state budgets for this social scheme.

It remains to be seen whether opposition parties and coalition parties will support Kadri Wessel's initiative.

An interesting situation will be the approach of Ramush Haradinaj, who had opposed those who criticised the huge veterans' lists. He even said that in his area, Dukagjii, everyone has fought, reasoning in a way that causes the growth of the lists.

It will also be extremely important if even the justice system, the prosecution, and the courts can accurately define the number of veterans and the number of those who have been deceived. /Periscope.
