Kosovo Constitutional Court has 60-day legal deadline to grant one Answering the prime minister in resignation, Ramush Haradinaj, which has already been addressed to this court with the request for “definition of the government's competencies and office, without his resignation.

However, connoisseurs of political developments have differing opinions about that, if such an answer by the Constitutional Court is to be faster, and if this situation will cause government vacuum.

Artan Mujajiri, political affairs analyst, tells Radio Free Europe that except that a outgoing government cannot make important decisions for the state, Haradinaj's request for clarifications by the Constitutional Court, it has set up the second blockade for any decision-making by The government is resigning.

Kosovo, in fact, is without government and will be without government until there is a decision on the part of the Constitutional Court, because this government is blocked with two major blockades and has transformed itself into a clean technical formation, which is only formal. It is a bit reliable that the Constitutional Court will delay the 60-day decision, because the pressure will be extraordinary, especially by the opposition, but also by citizens and media”, Mujariri said.

The other political analyst, Imer Mushkolaj, speaking to Radio Free Europe, expresses the opinion that despite the request to the Constitutional Court on Haradinaj's part, since his resignation, all government obligations, would have to be passed on to civil servants and the secretaries of relevant dictatorships.

According to him, how much time the Constitutional Court's eventual response can take is unknown. But, as he says, this situation does not prevent the country's president from conducting consultations with political parties to find a solution or to set the date of the elections, as well as cannot prevent the Kosovo Assembly from meeting and eventually dissolving itself.

I don't see a direct connection between waiting for the Constitutional Court and actions that can be taken from today, whether by the president or by the Parliament. Such a situation, of course, can create a favor to the president, with the idea that he may have another purpose, to try to find a new mandate to continue ruling. But, in view of, at least, the public statements of political parties seeking new elections, then there remains nothing but setting the date of elections”, Mushkolaj stressed.

Both connoisseurs and political developments estimate that the odds are completely slim that within the deadline of the Constitutional Court's response may have been used as an option to form a transitional government.

Analyst Muhhaxhiri says Kosovo has had longer periods without functional governments.

I don't think there are maths that could create a transitional government. If the majority parties of MPs, such as the LDK and the Vetevendosje Movement, oppose, but also within the government's current coalition in resignation, there is no unanimous stance, then it seems very unlikely that a transitional government, the overall”, would be established.

Approximate thoughts include analyst Mushkolaj. According to him, the possibility of a sweeping government does not exist.

This is because I don't believe that Vetevendosje could become part of this government. But on the other hand, if we talk about technical government, I don't rule out the possibility that this could happen. But it depends greatly on the LDK's stance and depends greatly, as well on August 3rd, on who will be elected LDK chairman, respectively. I have the impression that the president himself is expecting August 3rd, so that he can then proceed with his ideas or proposals, whether for the establishment of a technical government or for announcing the date of the new elections”, Mushkolaj praised.

He has added that even Kosovo Assembly MPs, despite political party statements that The country must go to the elections, not ready, at least in the next 10 days To break up the House. According to him, they are calculating the time it takes to obtain the privileges under the law, either to consume half of the mandate or 2 years of the mandate as deputy, which is accomplished in the coming days. / REL.
