Distinction of the Parliament, Last Decision the MPs Expect

Political parties represented in the Kosovo Assembly are not showing the will to close with epilogue bills and unfinished points in the agenda of this institution, waiting for the upcoming decision to be the dissolution of the Assembly and the appointment of the date of the new elections. Such a situation, according to MPs, imposes Ramush Haradinaj's resignation from the position of Kosovo prime minister. Therefore, according to statements by representatives of parties represented in power, now expectations are what starts Kosovo President Hashim Thaci will take.

Ahmet Isufi, chief of the Alliance for the Future of Kosovo Parliamentary Group, tells Radio Free Europe that from the current political situation, the Assembly should only meet to dismantle itself and that, according to him, after the prime minister's resignation, there can be no prosecution of the remaining laws.

“There are no longer conditions to continue further, and on the basis of assessments also of the representatives of political parties, it is considered that the Assembly is now in the final phase when it must be prepared to go to the elections, so the likelihood is to set the date of elections and then create the new government, the new Parliament and continue work”, Isufi said.

The work of Kosovo Assembly deputies in the first period of this year, according to reports published by the Kosovo Democratic Institute, which monitors the work of this institution, is flawed and without results. In the event of dissolution, the procedure that could follow Kosovo's prime minister's resignation and the collapse of the Government, this composition of the Parliament, among other things, according to organisations that have monitored the work of the Parliament, would be kept in mind for the lower level of monitoring law enforcement.

Even Kosovo Parliament Speaker Kadri Veselini, who is also president of the Democratic Party of Kosovo, has not mentioned the possibility of continuing the work of the Parliament, even for a single session for closing the points in the procedure, focusing only on early elections. According to him, political parties should gather in the country to dismantle it.

“We are ready for elections, I'm giving the option for the fact that it's in the interest of every political party not to beat citizens through notions which are often speculative, but to go to the election”, Vessel stated.

P Parliamentary Group chief DS, Dardan Sejdiu, told Radio Free Europe that neither can there be a possibility nor conditions to continue work in the Kosovo Assembly. Sejdiu has also declared that it is now only necessary to set the date of the elections.

We have a political situation which is pretty much clear. Political subjects after the prime minister's resignation have indicated that they must move towards the elections and I don't believe there is a political environment to address any subject prior to elections”, he said.

We have a former prime minister, a retired government, and we have all political subjects in the Assembly talking about elections. In this context, under these political circumstances, it would be naive to think that MPs could act against these statements. So, you have to go to the elections as soon as you can, said Sejdiu.

The Kosovo Assembly, according to the labour regulation, in August has its summer holiday pre-empted. Consistent MPs have been criticised for not having needed commitment and failing to establish work plans on the basis of the Parliament's regulation.

International representatives in Kosovo, but also nongovernmental organisations that monitor the work of this institution, have recently stated that not laws under the pre-conception dynamics have been adopted, but those that have been adopted are not being monitored whether or not they are being implemented. While opposition political parties in the Kosovo Assembly consider the lack of parliamentary majority and legitimacy to lead with institutions has been unable to function properly in the legislature.
