The Commission for Affairs has presented the draft regulation for the appointment of the chief state prosecutor and chief prosecutor of Kosovo, which is considered a different approach than at other times.
The Prosecutorial Council has considered the recommendations of participants who were present at this meeting, where one of the recommendations was that if the candidate has tried to exert influence in the process of selecting the chief prosecutor or prosecutors be excluded from the process.
Prosecutorial Council Chairman Bahri Hyseni said this regulation is of very special importance, due to the definition of criteria and procedures which would enable the KKP to provide an objective, transparent, undiscreet and inclusive process based on meritocracy.
“We want to increase transparency, competitiveness at a broader level. And here we also thank the Parliamentary Legislation Commission for the right to apply all concerned who meet the terms. The independence also has in terms of the commitment of the Kosovo Prosecutorial Council, which will take the burden of appointing chief prosecutors and prosecutors. In particular criteria, we've been looking for acts of which they're going to have to choose with meritocracy the person who will be elected. We consider that one of the values that will have the candidate to be selected”, he said.
The chairman of the Commission for Standard Affairs, Zejrullah Gashi, said they have managed to draft a regulation that is in the best of the prosecutorial system in general.
Betim Musliu from the Institute for Justice said today's meeting is a new approach, which is requested by the IKD.
Ehat Miftari said the paragraph 5 at Article 3, which says the applicant must not have pronounced disciplinary mass in the last five years.
He also presented some technical changes so that certain words in the mother can be changed or removed entirely, primarily for what he says are unnecessary.
