For Periscope, Pantina also speaks of the party with which they do not want co-operation, the meeting of Dardan Moliqaj with Lutfi Haziri, the dissolution of the Parliament and many other issues.
Full interview with Pantin:
PERISCOP: Mrs. Pantina, former Prime Minister Ramush Haradinaj, said last night in an interview that his party has a closeness, among other things, with the PSD. Has there ever been any discussion or co-operation between the two parties that would lead to such proximity?
Pantina: Such a question would have to be addressed to Prime Minister Haradinaj. Although I think this is about the constructive behavior that we've had as opposition in the Parliament, where we've had a good attitude towards certain points, mostly things that citizens have benefited from, but there are many cases when we haven't voted any laws or other proposals, because we've judged that they are not, or they don't benefit citizens, or they've been contrary to our left-wing ideology. However, this does not mean certain that we will have co-operation in the sense of the pre-election coalition with the AAK, though this is not excluded. So it's an open issue. The PSD still has no final decision on how to compete in this election, even though we would prefer to compete on our own. Although experience has shown us, even from past elections, there must also be pre-election agreements to undergo positive changes in this country. So we're looking at all the options, to see which subject we have greater programming similarities and we're going to make the decision on this basis: which subject we can agree to more on programmative issues.
PERISCOP: Mrs. Pantina, former Prime Minister Haradinaj cited a coalition between AAKA, Initiative as the option, AKR and PSDA. Would this coalition be acceptable for PSD?
Pantina: We haven't made a decision yet. If his party has thought of such an option, then they haven't yet brought us to see him, but as I said for us it's important program issues. We have some incompatibility with the Alliance and it's natural because they're the right party, and we subject left. Even in the event of the potential coalition, we first have to agree on some issues that we have totally opposite positions, as is the agreement with Global Countur, for example, since we are against this agreement. We also don't think new highways in Kosovo are needed, we think the budget should be directed to development projects that create long-term jobs. We want more budgets on projects that improve investment conditions, labor rights, and especially increase quality in education and health. These program points we need to discuss in detail.
PERISCOP: During these two years of government of Haradinaj, have you seen readiness for co-operation in such matters, because this government has made the most of its investments in asphalt?
We haven't started negotiations yet. I believe no political subject has started talks on potential partnerships. What we're doing as PSD, we're working in two directions. We're working on the ground for our structures, to prepare for elections. Over 100 volunteers have appeared in the last two days, and we will engage them. The next direction we are working on is the final form of our programme, including the governing platform. When we finish this programme, then it will be a matter of discussion with other subjects. We'll have clear what governance projects will be. We will make efforts to postpone this program as soon as possible because we are convinced that we will not be able to achieve 100 percent if we enter a coalition with any subject. But some of these points will not be negotiable either.
PERISCOP: Mrs. Pantina, a week after Haradinaj's resignation from the post of prime minister and Parliament is still gathering. Why is this happening, and to whom is the actual situation largely convene?
Throughout this legislature, the Assembly has failed to fulfill its task, especially government oversight. Regular meetings have not been called on. This legislature has been noted for the largest number of extraordinary sessions, most of which have been absolutely unnecessary. What has resulted is that many laws have been discussed and government supervision has been unable. Through parliamentary questions we are seeking accounts from the government. This is the common point of each regular session, and their absence has made it impossible for us to seek accounts through parliamentary questions. I have over 20 parliamentary questions for the ministers, which I have been unable to present. The framework has been almost dysfunctional and it's not surprising to me. The main blame is the chairman of the Assembly, who is responsible along with the Priory, to call meetings and hearings, and I think that even now, the Priory has to call the session, where the distribution of the Parliament should be voted to then open the way for the president to announce the new elections. But unless the Parliament is distributed, no other institution, no president, can do that?
PERISCOP: Would the PSD give the votes for the breakup of the Assembly at the session to be assigned?
We haven't discussed this yet, but as you know, we've given the signatures for no-confidence motion. We had prepared a choice.
PERISCOP: If elections were held, whom would you not cooperate with?
Interestingly, this issue of red lines, which has become rhetoric before election, but after elections, all red lines are becoming invisible. We rule out the coalition's possibility with the PDK, for the only fact that this party has long governed, and now it is time to go into opposition. This would do Kosovo very well. With the PDK we don't want cooperation.
All in the end, why did the meeting between Dardan Moliq and the Haziri War, one of the contenders for LDK chairman, take place?
We meet very often with all, whether MPs or leaders of political parties. We are not enemies. Meet me on the street, meet me at a bar where we're having lunch, and we say goodbye and sit down together. Such was their meeting. They met by chance in a cafe and then sat down and talked. Their conversation cannot be considered a date with a certain agenda. Conversations about potential partnerships are held in offices and we always prefer that such meetings be formalized. So this is meeting as we often meet. I too have met with many of my colleagues from the LDK, of course, that at such meetings we also discuss co-operation, but they are not official, because they have no agenda. Neither Moliqaj nor Haziri have permission to negotiate co-operation. Official meetings are held when party owners are authorized. Such meetings are similar to meetings that I, Shpend, Visari, and others may have.
