According to civil service law Article 12.4 Term appointments for a shorter period than six months will be made on the basis of contracts called “Agreement on special services” subject to the Law on Obligations and for which a simplified recruiting procedure is implemented.
In 31 those engaged in administration, 39 cases of engaging in education and 12 cases of engagement in the municipality has held these workers more than 6 months within a year, exceeding the legal restraint of 6 months.
According to the audience, their commitment has come as the municipality has over 40 employees suspended due to criminal investigations on the part of the prosecution, while for the other staff, the municipality has no budget approved for additional personnel.
