Calavera at the Poznan Summit: We want to see people in prison.

Justice and Integration reform was Genoeva's chief question, Ruiz Calavera, chief of the International Monitoring Operation, during the summit for the Western Balkans that took place in Poland. A functional legal state and an independent judicial system are essential, Calavera stressed. As for reform in justice, it underlined that it is no longer a negotiable issue. Reference to the integration process, she said that when Brussels negotiates membership, it requires a history of indicators.

This means that we want to see that laws are implemented, we want to see people in prison, crime assets seized, and we want to have enough facts and evidence, not just laws, to demonstrate that the system is consolidated”, the ONM chief said.

The region's integration spoke to the Eurocommissioner for Enlargement and Good Neighbor, Johannes Hahn. It called on all Western Balkan countries to increase the pace of reforms, particularly in rule of law, fundamental rights and good governance. Hahn warns that lack of appreciation for the states that have made historic achievements would undermine the credibility of the European Union.

“Supports the European Commission's recommendations for opening negotiations with Albania and Northern Macedonia, and I am confident that the October Council will follow our positive recommendation. The two countries have met reforms, particularly in the areas mentioned in the conclusions of the Council of June 2018, said Commissioner Hahn.

The Eurocommissioner, among other things, called on Kosovo and Serbia to find a solution to the 100% fee set by Pristina as soon as possible. As he finally urged Balkan leaders to work for good neighbourly relations, regional co-operation and reconciliation, as these are conditions for EU membership.
