With more than an hour's delay, the accused's courtroom has been introduced, Koha Ditore reports.
The 21 defendants are charged with various criminal acts linked to the Italian visa exchange.
Despite the fact that the indictment has been established since 2016, the first session has not been legally completed.
Some of the accused were not present in the hall.
Under the Code of Criminal Procedure, the court hearing cannot be held without the presence of all those charged exclusively if the court has reason to isolate the procedure of those who are not present at the session.
