Rukiqi: The minimum wage is reached in the Parliament, resolutions are binding

But, Kosovo Economic Ode Chairman Berat Rukiqi, in an interview given for Economy Online, says Kosovo's Assembly has no right to determine the minimum wage.

According to him, this is the right of the Social Council, which proposes to the Government to take these actions, through Trade Union and Economic responsibilities.

“The Assembly has the right to adopt resolution, but the Parliament has no right to set minimum wages, it is the exclusive right of the Social Economic Council to propose to the Government the minimum wage. So it can't be the minimum wage to propose with resolution, but it needs through the mechanism of the Social Economic Council and it has to be in compliance with the three social partners, Unions representing workers, economic efforts representing employers and the third part is the Government”.

“The government saw a harmonisation between the three social partners cannot propose minimum wage, and that's the first reason we've rejected it, the second reason that it has an even earlier objection or has its origin earlier is the way the minimum wage is determined. It's not a wish or it's not a matter of conditional shopping this value or that value or I'm willing this summer or that wine. It must be realized that the minimum wage does not solve people's life problems, does not solve each economic problem”.

He added that last year a minimum wage hike was negotiated that is higher than Albania, but is acceptable, and that other ways, as is the case with the resolution adopted earlier by the Kosovo Assembly, set the precedent for daily policies to influence other mechanisms that have the right to make decisions.

Rukiqi warns the legislature that the Social Council and their partners are not obliged to respect any resolution, which claims the minimum wage increase, without initially clarifying the impact this move could have.

It says the minimum wage should be determined by the purchasing power of our country, not through resolutions.

“Debat should not focus on raising the minimum wage and value, but first to understand what the minimum wage is in what way the minimum wage can be determined and to look at opportunities within the countries of the region and with the purchasing power of our country, and not through resolutions in the Parliament”, Rukiqi concludes.
