Coalition NGOs for Child Protection (KOMF) in an interview for Periscope has said the most vulnerable groups of children continue to remain those in a street situation, disabled children and children victims of narcotics abuse.

) Based on “The Index for Child Protection”, the three most vulnerable groups of children not yet guaranteed protection and adequate reintegration are children in a street situation, disabled children and children victims of narcotics abuse. The index has pointed out that institutions do very little for these groups, not offering the necessary services for rehabilitation and reintegration of these children, the KOMF's response is said.

This coalition of NGOs says that the Kosovo Government does not see any concrete will to improve the situation of these children, even through funds.

There are efforts to improve the situation in terms of improving legislation, and also formal institutional efforts to establish services to protect vulnerable children. There is still a need to increase attention and institutional intervention towards ensuring child protection and rights. It is generally found that children and their well - being are not the priority of the ruling agenda, and one of the most flagrant aspects of this fact is the lack of willingness to apply the funds needed to provide quality services in time and co-ordinated, for protection and respect of their rights.

The KEPF provides recommendations on what needs to be done to advance children's rights in Kosovo.

Institutions must ensure full implementation of legislation in force. Children should also become an integral part of the policy-making agenda of policymakers, implementation and monitoring of policies affecting children and their well-being. Another extremely important aspect is the sharing of necessary means that enables implementation of legislation in line with international instruments and current standards of child protection and rights. )

On the other hand, in response to the ombudsman's Office given to PeriscopeThe most frequent complaints addressed in regard to violations of children's rights or discrimination in certain areas are highlighted.

The people's options last year and during this period of the year have acknowledged a number of complaints about the lack of elementary school teaching conditions; difficulties and obstacles to the involvement of disabled children in the educational system; the provision of transportation of girls and boys to come through the learning process; the failure to establish the law for university education for minor and major persons who are in suffering punishment; difficulties in transferring students from one school to another; the obligation of students who undergo a state school to carry out the test to continue the law's education and violence; the use of judicial procedures to establish on children's trust and children, not to maintain social education, not to protect their children, but to help with social assistance from their parents, and to their children.

This independent institution urges the Government of Kosovo to improve conditions for children to be the priority of its agenda.

The ombudsman considers that protection, respect and implementation of children's rights requires continued commitment and commitment, in the first place, of state institutions which are obliged to do so, in accordance with the legislation in force. Kosovo's state institutions should put them in the forefront of their work agenda.

While the chief of UNICEF's office in Kosovo, Murat Sahin has called for doubling investment in children.

You all have to help us create a better world for children. We will support implementation of the strategic plan and action that will further advance the realisation of children's rights in Kosovo. I call on them to double our investment for children, especially in their early education and in establishing the quality of education for young people in Kosovo”, Sahin said.

Children of all ages demand the attention of parents and the State today. This day has become not only a festive day but also a day of sensuality, to say no to violence and child abuse. It is the day when children themselves raise their voices for their rights, but unlike adults, their protest is made with festive games.
