These employees were scheduled to be accommodated through municipalities in the northern part of Kosovo, at certain positions within relevant departments in the ministry.
For senior officials, the ministry does not have any evidence confirming their performance at the workplace, as tasked with regulation no. 052010 hours of work, while the ministry had made regular payment of their salaries.
The financial value for the wages expenses of 2018, for 32 officials, was 153,554.
“This has happened because management checks have not been implemented to ensure that all employees are present at the workplace during working hours”, writes the Auditor's Report.
Another major violation involves paying a bill twice.
“By the date 29.11.2018, a payment of judicial decision was executed, worth 47,168, on the part of the private finisher, for the project “The Jashanica Street Asphatimation HINA. The same bill, at the same value, on the date of 26.12.2018, has been paid by the Ministry of Infrastructure. The ministry has initiated the procedure for payment returns, but until the audit is completed, the return of the funds from the company has not been carried out”, the audience has found.
In at least two cases, the Ministry of Infrastructure has signed contracts with operators who have not met the tender file's adaptability requirements.
In 2018, the Ministry of Infrastructure spent 244 million and 826 thousand and 293 or 79% of the final budget, with a deterioration in performance of 19% compared to 2017. The implementation of the budget remains at an unhappy level, the audience's report concludes.
The chief of the Foreign Minister Zena's cabinet, by phone, has said they haven't read the report yet, but, according to him, the audience missed the report, when he said MI has paid off members of parallel structures from its budget.
