Hoti: Auditor found violations, injustice in sharing subsidies

He has written on Facebook that two parliamentary commissions on Friday have reviewed the performance auditing report for subsidies and grants in agriculture in Kosovo.

According to him, this audience report has been forwarded for review at the Kosovo Assembly session, where they will be discussed at the sea and recommendations on what should be taken to avoid these violations and injustices in sharing subsidies.

The main findings are like the following.

Two parliamentary commissions (for public finance and agriculture supervision) have reviewed the report auditing performance for subsidies and grants in agriculture in Kosovo. The main findings are like the following.

1. Each year about 48m euros (from the central and local level) are shared for grants and farm subsidies, while imports of agricultural products are the same, and wheat-plants have fallen 20% in the last three years.
2. The Ministry of Agriculture does not have adequate X-post control of grants and subsidies sharing. In some audited samples, it turns out that grant - funded equipment is not found on the farm, in other cases it is dysfunctional. There are times when 50% of the grant is given as a advance without guaranteeing banking as required. In the case of subsidies, the audience found irregularities in cadastral data.
3. The Administrator Guide and the Annual Farm Support Programme set different criteria for the division of grants and subsidies, which causes uncertainty to farmers and opportunities for irregularities and injustice against farmers.
4. In 2018, former Minsitri Rikalo has issued an Administative Administrat Guide, which farmers in the four municipalities in the north were covered by 80% of the investment in agriculture, while in all other municipalities only 50%. That was outright discrimination. This directive is based on the argument to support less developed municipalities. But, there is no indicator that Leposaviqi, Zubin Potoku, Zvecani and Northern Mitrovica are less developed than Drenasi, Skenderaj, Malisha, Dragashi, Shbidija, Kacanik or other average municipalities in Kosovo. The LDK had requested the annulment of this directive, but the PAN parties did not vote on the Parliament resolution.
5. The audience also found that the director of TI and director of the Agricultural Development Agency have access as super-administrators to the IT system when the scores are determined and final assessment of beneficiaries is released. Their level of authorization in the IT system is not clear. Although system interventions can be traced, there is no logic why these two people should have such access to the system.
