The blast occurred on Saturday in Dzerzysk, about 400 miles [400 km] east of Moscow, the reason for the event is not yet known.
The deputy head of the region, including Dzerzysk, Dmitry Krasnov, said on state television that two people have been lost.
The regional health ministry said 19 people were treated after the blast, none of the injuries were considered serious.
