This is due to the threat of the collapse of the castle walls, which are old and poorly worked, KTV reports.
Some visitors who were staying in Novoberda for the first time said that they were disappointed that they could not enter the historical monument.
They even directed criticism of the institutions responsible for the failure of the work.
On Sunday, the number of visitors to the Novoberda Fortress was not large, and this has contributed to the slow restoration.
The Kohavision team has attempted to film the Novoberda Fortress from inside, but Luan Gashi from the Kosovo Archaeological Institute, over the phone, has said that it cannot be filmed because of risklessness, and has threatened the team that if a part known as archaeologist's research is shot will sue television.
And, from the Ministry of Culture, they have said that the project is in co-operation with the EU Office and that the damage done will be repaired.
Investments at the Novoberda Fortress were launched in early 2015 and were completed in October 2016, financed by the European Commission, with 1.1m euros.
