According to the National Audition Office report, August, even though it has failed to complete the budget, its officials have maneuvered by removing and adding money from sector to sector.
The problem in this ministry continues to remain the large number of workers. In fact, according to the Auditor's findings, the Ministry of Education, last year, due to savings, personal revenues and donations, has received over 1m euros and added to the budget for wages and wages for which it had initially calculated over 17m euros.
It had presented 5m and 600 thousand euros as expenses for capital projects, while actually 5 million book tools enter the category of goods and services.
During 2018, August, in addition to the confusion in book purchase classifications, was also oriented 780 thousand and 247 euros from the category capital investment in goods and services.
According to the Auditor Report, poor budget planning results in wrong reflections of spending in economic categories and causes confusion in financial mirrors.
The ministry of education still counts the schools built in various municipalities as its property.
For this, the latter had overestimated asset status for 3m and 1458 euros.
The Auditor's office recommends that these items be removed from the Ministry's stock office.
The audience stresses that members of the Commission for the Elections of County and Ankes, even though they have not worked overtime, have been compensated for as much as 994 euros for last June-July period
The audience, too, has found that at Prizren University, with 500 euros, compensation has been made for working hours, even though there was no evidence that the hours had been maintained.
The ministry had also paid for jobs that had not been carried out at the Brbonic elementary school project in Mitrovica.
According to the audience, such payments increase the risk of damaging the Ministry's budget.
As a general conclusion for 2017, the Auditor's Office had provided some recommendations for August.
Although some have improved, according to Auditor, there are problems that have been repeated in 2018.
