The Federal Prosecutor's Office said the 31-year-old, identified only as Hasan Ryan B, was arrested Wednesday in the Pineberg area near Hamburg, the AP reports.
He is suspected of 15 counts of backing the militant Islamic State group and 11 counts of violating German export laws.
Prosecutors said the suspect made 11 transfers in 2016 and 2017 to an IS fighter in Syria.
Similarly, in 2015, he transferred them to a person from Northern Macedonia who wanted to join the IS fighters in Syria. In total, it has transferred around 15,000 euros.
According to official data in Kosovo, from 2012 to 2016, over 400 Kosovo citizens have gone to war zones in Syria and Iraq.
More than 130 people have been sentenced in Kosovo for participating in wars in Syria and Iraq.
Kosovo has drafted a law in 2015, with which any person participating in foreign wars could be sentenced to up to 15 years in prison.
