The deputy head of the Democratic Party of Kosovo, Uran Ismaili, has denounced today at a news conference, the entire hospital around which the files are involved, frauds who misbehave political officials' names.

Ismaili has presented the chronology of organised crime that he said started in 2003 when Pristina chairman who gave the first permit was Ismet Beqiri, while Prime Minister Isa Mustafa finished it in 2015.

Ismaili has presented all the chronology with multiple faxillics and has asked the institutions of justice to make it as fast as possible so that those responsible can be brought to justice.

You know, last week there's been a video, where there's clearly some people who have been recorded committing criminal acts, punishable by law. These frauds are also seen misusing the name of Chairman Kadri Wessel and manipulating so low for personal gain. Chairman Wessel has done a criminal complaint against them, as well as a request from justice bodies to act and carry out their duty. Today, we are here, again to stress that the Democratic Party of Kosovo requires law and law bodies to react to what is clearly crime and corruption”, Ismaili has said.

“should be exposed and punished, as soon as possible, the crime we've all seen in published videos: crime of fraud, crime of corruption, but also crime of covering this case and leaving criminals free. All these are important to be investigated, discovered and punished so that our fight against crime and corruption has results, not words. What we and all citizens have seen in these videos is just a scene of a larger corrupt scenario, which concerns building and licensing a private hospital in Pristina. In order to have as much transparency as possible, to influence the discovery of this corrupt scenario as well as to shed more light on this case, always in the function of truth and the fight against crime and corruption, we will present both the evidence and the official documents which unequivocally testify to the existence of a corrupt scheme”, he said.

““The Afera Hospital” is a long process that started in 2003, when even the location for the construction of this private hospital in Pristina has become the fraud we have seen in the video. The permit was granted by the Pristina municipality and was signed by its chairman, who was then Ismet Beqiri of the Democratic League of Kosovo. Then, in 2005, the location has been changed, giving you the use of property in the KKUK campus through an agreement signed by Sami Hamiti, at that chief executive chief of Pristina's municipality. In 2006, the municipality gives urban permission, and in 2007, its decision to start building a private hospital at the QKUK complex. The Democratic Party of Kosovo, at this time, through the Municipal Assembly in Pristina, had strongly rejected this decision, considering that the operation of a private hospital in the vicinity of KKUK was being damaged by the most important health institution in Kosovo. Even in spite of this opposition, the Pristina municipality granted its consent for this hospital to start building”, Ismaili said.

This decision was considered wrong by health workers and after their protests in 2007, then Prime Minister Agim Ceku had made a decision to stop the work of this hospital and had asked the Pristina Community to change the decision. In 2008, several days before the government's shift, the last effort by the LDK has been made, deciding that the decision signed by Ismet Beqiri will remain in force and enabling the creation of the <x1DAfera Hospital” and the bypassing of the decision of then Prime Minister Agim Ceku. From 2008 to 2014, even though continued efforts have been made to license this hospital, the Democratic Party of Kosovo, which has led Government, has refused to license this hospital because it has been in conflict with legislation in effect. License of this hospital will resurface in 2015, when Kosovo Government heads take over LDK, with Prime Minister Isa Mustafen. The legislation in effect at the time clearly stressed that private hospital facilities should be at least 1.5 km from public hospitals. Or in 2015 the legislation changes, and it leaves this criteria, allowing once and for all the opportunity to establish a private hospital in the KKUK court, a project launched in the Pristina municipality in 2003”, he said.
