Minister Shala: MTI among the first institutions to be implemented by simplifying permits and licenses

Trade and Industry Minister Andrew Shala said the ministry he heads is one of the main ministries that cares for improving the business climate in Kosovo and is holding an active role in some important reform processes, which closely connect to the state reform process, as well as reducing administrative burden and simplifying permits and licenses in Kosovo.

“As far as services, the Ministry of Trade and Industry, in collaboration with the EU project, has completed reviewing local legislation where it is analysed whether it is in line with the 2006/123 EU directive / EC. The Services directive aims to facilitate the establishment and provision of services in other member states and provide cross-border services among EU member states. During reviewing the legislation, 54 laws and sub-legal acts have been identified as having to be completed/changed”, Shala said during reporting to the Special Group of Public Administration.

Shala made it known that the Ministry of Trade and Industry has drafted the Service Law, which partially trans-poses the EU directive No.2006/123 / The EC for Internal Market Services.

“Trans-proposal of the Services directive allows Kosovo to make market openings progressively and to protect local businesses”, he said.

According to Minister Shala Law for Services No. 05 The L-130 was approved by the Kosovo Assembly and entered into force in March 2017 and based on the Law on Security for 05. L-130 were drafted two administrative guidelines: Administratorial Administrator's Administrator's Administrator's Administrator's Administrator's Guide to the Education Process and Rating of the Project Standard Act with the Service Law. (It is approved by the Government of Kosovo on March 23rd 2018) and Administrative Guide for the Way of Functioning the Single Contact Point.

This Administratorial Guide, which is in public consulting procedure, regulates the method of functioning of the Service Contact Framework, which aims to facilitate providers and providers' access benefits. Kosovo has also negotiated the Additional Protocol 6 (AP6) under CEFTA, where Kosovo is committed to creating an institutional framework -- that is, a Contact Point for Services ( PKS. As for the establishment of the Self Contact Point, under the Service Direct and within CEFTA, we are supposed to have a single portal and we are in the initial steps where the Action Plan for the establishment of the PPC is drafted. This process will take place in co-ordination with relief institutions including M ZHE, MAP (ASHI), MTI (ARBK), ATK”, Shala said.

The minister said the Ministry of Trade and Industry has put other activities related to the process of reducing the administrative burden into focus.

I can confirm that the MTI is one of the first institutions in Kosovo, which is implementing the process of simplifying permits and licenses issued by relevant MTI agencies and departments. This activity we are doing in close co-operation with the “Investment climate II” implemented by the IFC/World Bank and MTI has identified the necessary reforms”, Shala said.
