Germany proposes Albania postpones election date

Parliamentary Group Deputy Chairman CDU/ CSU in the German parliament and simultaneously leaders of the Western Balkan working group, Johann David Wadefhul, as well as Christian Schmidt, CSU, the rapporteur for Albania at the Foreign Commission and the former federal minister, appeared on Friday with a common stance on the situation in Albania. The DW statement reportedly published [...]

In the statement released by the DW, they have reportedly reiterated their call for unconditional dialogue against the government and the opposition, but have also suggested as an option extending the election date.

This is the second time within 10 days that the same MPs have made the same request, unconditional dialogue. But they added two more details. This includes both the postponement of the election date, as stated in the statement, but the resignation of the prime minister, as is being discussed today in the districts of the Christian-Democratic and Christian-Social Union.

These should neither be set as preconditions to enter dialogue, but should not be ruled out as options.

The message coming from the two German deputies is clear, that: They will not be willing to accept local elections without opposition participation, but even without the political crisis in Albania being resolved to give away Their OK for opening negotiations.

But what is the message of this second statement?

Shirley Shuka has been a DW journalist for many years. In a conversation Friday with Top Channel, she commented on this development: “was the second time within 10 days that the same MPs have made such a statement, and in the first statement, they have reiterated the same demand for dialogue to take place unconditionally. But they added two more details, and they added another detail that is what these conditions imply. It's said there can't be a taboo. Here comes both the postponement of the election date, as stated in the statement, but the prime minister's resignation, as I heard today from the Christian-Democratic and Christian-Social Union counties. These should neither be set as preconditions for entering dialogue, between the government and the opposition, but should not be ruled out as options.

The message coming from the two German deputies is clear, that: They will not be willing to accept local elections as they are being held now without opposition participation, but also that they will not be willing that without the internal crisis in Albania being resolved to provide a HINA OK of them for opening negotiations with the EU”, Schaka says.

The renowned German mediator Schwarz Schelling, an acquaintance of Albania, has been mediating in 2010 between Rama and Berisha. What does he suggest about resolving the crisis in Albania?

Shirley Shuka says: Scheling is a free spirit and says things as you think. He thinks that mediation will only succeed if both sides want to agree. According to him, he has the impression that the opposition does not want to reconcile, but is simply trying to overthrow the government. He criticises Basha and former Prime Minister Berisha, with slogans they use. As he calls them, revolutionary. Without wanting to comment, this perception of this Balkan connoisseur coincides with the perception many German government representatives have. They see the Albanian government in the regional context, and compared with other Western Balkan leaders, they appreciate Rama and his government.

Could the outcome of the European elections change Germany's position on Albania as regards the opening of negotiations?

Shirley Shuka says: If we trust them to date, the German majority is expected to suffer great losses. It is speculated that in the event of a very deep loss of Social Democrats, they could come out of the coalition and Germany face new early elections, which are expected to take place in October.

This is the most likely scenario, but this will have no effect on the German Parliament's vote for Albania and Northern Macedonia, as the date is set and it is in September.
