Boguyevci: There are survivors living where they are raped, women who receive no help from the State, nor family

Saranda Bogujevci, deputy of the Vetevendosje Movement but also the survivor of the March 1999 massacre at the Coha Week Interview.net has outlined actions that should be undertaken to pave the way for Serbian crimes trials in Kosovo, also shown why it is impossible and late to establish the International Tribunal.

Boguyevci has clarified the nine points through which Serb crimes committed in Kosovo would have to be addressed. Among other things, though, when he spoke of victims of sexual violence and survivors, he said that the State has done nothing about them and that there are others who live in the event, such as those who receive treatment neither from their own family, such as those who receive no pensions.

The things that we're discussing right now have to be done much earlier. You can't seek the creation of an International Tribunal when you haven't done your job in your own country. We all know what happened in Kosovo, there is evidence. Today I feel more relaxed since 2000-2001. Now I feel better after documenting the case, and I no longer have the memory I had at first to address this matter”, Boguyevci said.

She says the problem of the Vetevendosje Movement is the proposal for the creation of such a Tribunal, as according to her, it is unacceptable to be given groundless hopes to victims' families.

It's unfair from Wessel and others to give them hope without explaining what this Tribunal means. This Tribunal, must first apply to the UN. That's where the first problem starts. It is dignified to come up with the idea without certain that this court will be realised”, she said, adding that this idea of Chief Parliamentary Kadri Wessel will have results.

Saranda Boguyevci of the Week Interview in Time.net has talked about the points proposed by LVV, how war crimes should be addressed. He says the adoption must initially be made in the second review of the change of the Penal Procedure Code, which allows judgment in absentia for war crimes.

Bogujevci says prosecution of the draft law on the establishment of the Institute investigating war crimes, which has a clear mission, adequate financing and professionals, is necessary. He says he must be permanent within the Justice Department.

It is unfair to say that the Institute for Serbian Crimes Research has done nothing. He did as much as he could, didn't have enough budgets, had small staff. It has been required that the institute be founded by law and not to remain with only one decision, but has become”, she said.

He has remembered that Wessel has sought to engage in the international organization on this matter but has considered it unnecessary.

It's completely unnecessary, it's wasted on a stupid budget when you have people instead of you who are expert in this area but who should be given a chance. It is important to have the international community help and support us, but to lead our issues, not”, she said, adding that the blame is being brought to internationals and is not being taken responsibility within the country, but that it is wrong.

When he spoke of the <x0-> adoption of a special legislation on the protection of the identity and data of the victims of crimes in Kosovo”, he has linked it to the case when Flora Brovina published a supposed picture of a victim of sexual violence in Kosovo, but turned out to be forged.

This allows the protection of the victims, as in the case that happened with the photo from Brovina. It was completely dignified and terrible because of the impact it had on the victims. This point, it would immediately protect victims”, she said.

Saranda Bogujevci says when the photograph was published it was very worried.

I thought about how the victims felt at that moment. Turns out the picture isn't real. We can only imagine but never understand what he did to the victims. What Mrs. Brovina is unforgivable. Brovina's resignation was requested, but to us, the issue of resignation is not taken into account, it does something terrible, and an accounting. It's not just about resignation, it's serious. The prosecution should be involved and know exactly what happened that day. It's not just about Mrs. Brovina, but must not be allowed to happen in”, she said.

Bogujevci says there are still cases in Kosovo when victims of sexual violence, survivors, dare not even talk to their families about these cases.

The state is not doing anything to help the victims. Thanks to organizations that have dealt with women, survivors, they are fortunate to have had these organizations. It has barely passed a law that recognizes the statute and contributes to it. Within the rules that have been determined how this pension is given, it enables many women to apply”, she said.

Bogujevci says only one pension is not enough for the survivors of sexual violence in Kosovo.

The state must create mechanisms that help and treat these women. There's plenty of families left behind and they're not treated well but they can't afford to have an independent life. There are still some of them living in the place where the event happened, where” were violated, she said.
