In the 1990s, teachers expect their first pensions after June

The second part of this year is expected to begin additional compensation for teachers who have worked during the 1990-1999 period, within the process known as the parallel education system in Kosovo.

This compensation is provided under the Law for the status of Albanian education workers of the Republic of Kosovo from 1990 to 1999, which was adopted in February this year but has not yet begun its implementation in practice.

Teaching in Kosovo during the 1990s has been held in houses-schools, according to parallel organisation that Albanian political representatives had then established, rejecting submission to Belgrade's policy and the then-Serbian former elite Slobodan Milosevic.

The workers, who have exercised their profession during that period, are expected to take advantage after retirement. They'll get you from 19 to 95 euros, depending on how many years they worked in education.

Representatives of the United Trade Union for Scientific and Cultural Education (SBASHK) have said the extraction of several sublegal acts has delayed the allocation of financial means for beneficiaries, which they say is unnecessary.

According to this law, the Ministry of Education, Science and Technology (MASHT) within six months of the law's entry into force, must issue sublegal acts for its implementation.

Education Ministry officials say that two administrative guidelines that are provided by law are being drafted. Valmir Gashi's spokesman at the ministry, told Radio Free Europe, that one guide concerns more teachers and the other with homeowners used for schools. These two guidelines, he says, clearly define the whole process.

But, Ymer Ymer financial manager at the United Trade Union for Education and Culture, says the six-month period has been unnecessary, as preparations for this law have started over the years.

We as SBASK have given remarks that August is supposed to be a little faster at getting out. Despite the fact that the law allows for six months, this is a law we've been waiting for for a few years, it's the law the Ministry of Education has sponsored itself. Therefore, it has had to be finalised. For this, the SBASK is not satisfied because the time for two-three months waiting for a 5-page administrative guide is unnecessary”, Ymer told Radio Free Europe.

Agim Hajdari worked professor in high school during the 1990s. It's been five years since he's retired and he calls it meaningless to procrastination.

The “has really taken too long. Delays in tool sharing appear only to kill more pensioners and the Government to make it easier to pay pensioners, who 10 years have spared nothing to work on even in dangerous circumstances”, Hajdari says.

However, after the completion of these procedures, Ymer Ymerishpres hopes that after June, it will begin Parting the Tools for the Benefiters, while retroactively they will receive additional compensation from law enforcement.

“Even though the ministry has deadlines by the end of August to issue administrative guidelines, we think administrative instruction will be signed by the end of June. So the teachers who are beneficiaries will receive retirement supplements from the law's entry into force. So the beneficiaries, the additional tools will be retroactively taking”, Ymer said.

According to the SBASK, around 7,000 is the number of teachers who worked in that period and who are beneficiaries.

The Cost of Law Implementation, according to an earlier response from the Ministry of Education, in 2019 it will be 6.6m euros and for 2020 about 7.4m euros.

Based on a done estimate, a teacher who worked 9 years will “be compensated” at 95 euros a month and contributed pension of 260 euros. That means they will be paid 355 euros per month. But the sum will be smaller for teachers who have worked fewer years.

In the meantime, if the person's life has changed, the compensation is for his or her spouse.

Besides teachers, according to the law the owners of houses who at that time have issued their objects to be used as schools will enjoy pests as well as technical workers and servants. / REL/
