Why won't we have the Special Court against corruption?

Justice Minister Abelard Tahiri had pledged to establish the Special Court for dealing with corruption subjects, but that will not happen, KTV reports.
Its life expectancy has been replaced with the establishment of a special department for special Pristina's competences under the Constitutional Court.
All Special Prosecution subjects will be handled by this department.
But members of civil society do not expect results from this initiative, since they estimate that the establishment of this department at the start is almost failed.
The Law on Courts has entered into force in January this year. The functioning of this department is prior to taking place in June.
Kosovo institutions have been constantly criticised for lack of fighting corruption, particularly high profile officials.
