PAN out of 100 promises during the campaign, fulfilled only 6

Of the top 100 party election promises that are currently in power, only 6 have been fully fulfilled so far. Of these fulfilled promises, two are in the field of economy, two are in agriculture, as well as one in energy and tax policies. The economic growth that was promised to be digital during the campaign has increased by only 4.8 percent.

According to the organisation Democracy Plus (D+), which through platform “Governance now” makes monitoring the work of Government, from the top 100 promises during the ruling parties' election campaign, 43 promises are in progress, until for 51 promises, there is still no movement.

Jethmir Bakija from this organisation told Radio Free Europe that even though much has been promised during the election campaign, it has not been worked enough by the Government to fulfil those promises. He mentioned some of the areas in which the government has not worked at all on them so far.

“For renewable energy, supply of drinking water, tourism at 15 locations, support for exporters and a common market with Albania, then lower administration spending, and lowering the number in administration, quality and depoliticisation of education, greater subsidies in agriculture, more stimulating tax policies, these are some promises that we haven't noticed a good”, Bakija said.

This, according to him, is happening because there is no good planning and no co-ordination between ministries and government.

The “in the governing programme, which was made at the beginning when Government was established, the four-year governing programme, we have noted that 49 of these 100 electoral promises have not been introduced at all. The government must review the governing programme once more to better integrate these promises, from which it has received votes and ensure better implementation of them”, Bakija stressed.

Meanwhile, according to him, progress has been noted in the construction of several promised highways. Progress is also considered rising wages and pensions and modernising health equipment.

The Kosovo government, which has received the mandate since September 2017, is led by the Democratic Party of Kosovo, the Alliance for the Future of Kosovo, the Social Democratic Initiative and the New Kosovo Alliance, which parties had promised many projects during the election campaign.

Kosovo Deputy Prime Minister Enver Hoxhaj, who is also deputy chairman of the Democratic Party of Kosovo, told Radio Free Europe that the Executive Work has focused on so-called major topics and with these achievements, according to him, should be measured by the Government.

As a success of the Haradinaj Government, he cites the Law on Demarketing and transforming the Kosovo Security Force into Army.

The “government, which was formed in 2017, was the Government which would have to largely meet some of the major decisions and expectations, and part of these decisions, such as the adoption and ratification of the Law for Demarketation, the transformation of KSF into the Kosovo Army, and some of the major decisions, which have been strategic, have almost been fulfilled”, Hoxhaj said.

Hoxhaj, who is convinced that this government will bring its mandate to the end, said it is difficult to fulfill promises made during the election campaign.

We are determined during this mandate to fulfill the electoral promises that we have made and are aware that citizens' expectations are larger, higher than our government capacity. Governance is not an easy process, but we are very determined to fulfill these promises”, Hoxhaj said.

Deputy Prime Minister Hoxhaj also spoke of promises given in terms of economic development, saying the government may have a central role, but not everything depends on its work.

According to him, the failure to conclude the dialogue process for normalising relations with Serbia has affected the prevention of many foreign investments. Despite that, according to Hoxhaj, in 2018 and 2019, Kosovo as the newest state has the largest economic growth in the region.
