KDI expresses concern over the lack of a agreed institutional position on issues to be discussed at this meeting, adding that Kosovo risks being presented as a non-serious state without clear vision.
According to them, public statements during the past months of Thaci and Haradinaj broadcast substanial differences regarding the final phase of dialogue and the 100% tax on products of Serbia and Bosnia and Herzegovina.
KDI, through this open public letter, calls on top representatives of the state to present the state of Kosovo in this summit with a unique voice in the process of Kosovo-Serbia dialogue and issues related to this process.

The Kosovo Democratic Institute (KDI) through this open letter thanks you for continued co-operation, and at the same time reminds you that your participation in the Berlin meeting saw a mutually agreed institutional position could harm the position of the Republic of Kosovo in relation to the participants of this meeting in particular, and in relation to international relations in general. Your public statements over the past few months spread substantial differences regarding the final phase of dialogue and the 100% tax on products of Serbia and Bosnia and Herzegovina.
Forwarding our concern over the lack of a agreed institutional position on issues to be discussed at this meeting, we appreciate that Kosovo risks presenting itself as a non-serious state and with no clear vision of further travel towards European integration, where normalising relations with Serbia constitutes a key element of this process.
The Berlin Summit, at which you have been invited to represent the Republic of Kosovo at the level of the country's president and prime minister, presents one of the most important initiatives for promoting regional co-operation between Western Balkan states, as well as ensuring stability in this region. Since relations between Kosovo and Serbia are the focus of EU engagement, recent developments about the final phase of the Kosovo-Serbia dialogue will inevitably be part of the discussion on this Sam. Considering that normalising Kosovo- Serbia is viewed as the last open issue in the Western Balkans, after resolving the name issue between Northern Macedonia and Greece, within the framework of the EU's foreign policy sphere, in this Sam, Kosovo and Serbia will be encouraged to continue dialogue on normalising relations.
KDI, through this open public letter, calls on you as the highest state representative, in this Samit to introduce the state of Kosovo with a unique voice regarding the Kosovo-Serbia dialogue process and issues related to this process. A co-ordinated institutional approach reflecting both the civic will would directly influence the strengthening of Kosovo's negotiating position in relation to Serbia, as well as convey a clear message to the European Union member states that Kosovo is handling all international obligations responsibly.
