Austria, Special Law for Recording of Internet Users

Austria is expected to review a new law, which, if approved and enacted in 2020, would make writing a hate speech post with its author and something binding for large internet platforms to register users [...]

Unfortunately, we've had an increasing number of flagrant wrongdoings, denigrations and humiliations recently, hiding under anonymity. That's why we need a legal framework that will make navigation éonline\x1> more responsible, Austrian Chancellor Sebastian Kurz wrote on the social network “Twitter”.

The law is expected to take effect in 2020 and would force Facebook, Twitter and Instagram to register their users, according to Gernot Bluemel, the acting minister for relations with the EU, Art, Culture and Mediete, said.

The form of registration is one that will be placed in the hands of giant platforms, but the authorities in this country may have access to the identity of the users, in case of a post of hatred, or whether laws were violated.

“Spatial space really is unlimited, but it cannot be without laws”, Blumel told reporters shortly after a weekly meeting of the government cabinet, adding that Austria intends to mark the first precedent for other countries in this regard.

In fact, it was French President Emmanuel Macron who triggered an international debate earlier this year, while suggesting stopping anonymous social networking.

For such a law to function in Austria, it should also be approved by the European Commission, to ensure that it is in line with EU regulations, under which a member country cannot have extra restrictions on éonline 911 platforms compared to the country of origin.

The proposed bill would apply to internet platforms that have a significant approach, with over 100,000 users or 500 thousand euros in annual revenues in Austria, as well as to the drug <x0online” providing more than 50,000 euros in state aid.

But even in this country, the opposition has criticised the bill with the justification that it limits freedom of expression and offers giants such as Facebook more information about users, while the world's largest social network has been placed in the center of criticism for how it manages such private information a short time ago.
