Unidentified attackers opened fire at the bar that went to seek a person, said a spokesman for the Veracruz government, Klan Kosova reports.
Seven men, five women and one child died of the shooting, while four others were injured, the state government said in a statement.
The motive for the killings was unclear, meanwhile, during a family celebration, Reuters writes.
The man who had sought armed men was identified as the owner of a bar in the city.
It was not immediately clear whether the man owned the bar where the attack occurred even if he was present at the time.
Hugo Gutierrez, head of public security in the state, said on Twitter that an operation was launched to capture people responsible for the killings.
Mexico's wealthy oil state has been hit by gang violence and political corruption scandals for several years.
