In this year, a device in Invasive Cardiology has been operating, however, that it has been nearly four years since Kosovo received a 2.11m-euro loan to buy it. That's what happened, because of the poor credit management.
It was October 2015 when the financial agreement was signed. The creditor was “UniCredit” Angoography device was purchased in December 2016, writes today “Koha Ditore”. It was purchased with direct payments, meaning that the entire amount of credit is being disbursed immediately.
A Government report on the performance of external credit-backed projects indicates the problems presented in adapting space to which the device was to be put.
According to Health Ministry reports, the designer committed by USKKKUK (Respiral Service and University Clinic of Kosovo v.j.) has designed space incompatible with standards set by the producer/proposal for placing the highly sensitive angiography device”, the report says. “Palysing has eventually arrived in Kosovo in October 2018, while the current challenge remains to delay the reading of imported equipment and materials outside Kosovo”.
At KSKUK, they have denied the Ministry of Health and made it responsible for delays.
