Lack of a central police system makes paying back on traffic

More than 400 thousand fines had been pronounced by Kosovo Police for counter-takers in traffic, only in the past year. But citizens who receive fines have complaints about the form and confirmation of the penalty payment. L.J. L.J. (known name for editing) which months ago, while traveling to the Mitrovica-Pristina magistrate, was fined because of light problems in his car, says the fine had not been cleared after the payment was paid.
To pay off the fine from the system, he says he has been forced to go to Mitrovica, once again, only to send the pay-off as evidence, which, according to him, has caused him extra spending and a waste of time.
I first had to go to a pay-paying agency and besides, I had to go to another town, in this case Mitrovica, to make atonement for the punishment after I made the payment. It means, even after I made the payment, I had to go to Mitrovica to make atonement for the fine. This has caused me a waste of time and extra expenses, meaning the way to make the announcement that I paid the fine and then to wait until it is removed from the” system, he explains.
Sending the fine card to the municipality or region within which it has been fined, to prove the write-off, according to him, is meaningless.
I'm interested in why when the payment is paid to another country, at that point it doesn't even pay the fine off the database? Because it would be much easier for the punishment to be erased from the database immediately after the payment, because I find it very unnecessary to go to another city to make the announcement we have made to write off the debt”, he says.
In the Kosovo police say that the police official, who pronounces the fine, informs the offender of the country, the way and the payment of the fine, and that these information must be listed in the case of counter-invention in road traffic.
According to them, the offender, after paying the fine, must send the testimony for payment to the police station, which has written the offense in order to clear the fine from the system.
The contractor, after paying the fine, sends the bill of payment to the police station, which has written the countertake, in order to clear the fines of the” system, says the written response to this institution.
However, they feel that this is not the only option.
“All payment papers for paid fines should be handed over to the nearest police station (not necessarily in the place where the fine is imposed) following the payment of the fine, so that this can be identified in the system”, said the following paragraph, of response.
Establishment of a registry centralised by Kosovo Police, where citizens would be allowed to pay fines only by paying to the bank, without having to go to police stations, according to Visar Rushiti from “Plus”, is the solution to the problem.
“in this case would have to exist a centralized record of serving sentences, but perhaps more importantly, it would be to relieve sentences. And the moment a citizen pays a sentence, at a certain bank, then through the payment on a police check, on the condition assigned by the police, then it would have to be enough to pay off the sentence or fine. This would have to be registered immediately by the police and not be tortured by citizens to go to a closer station or to a region where it was convicted, to the appropriate station, in order to clear up this” sentence, Rushiti estimates.
In this regard, the Kosovo Police say they are working on the interconnection of the pay systems for traffic violations so that paying the fine is paid automatically after the payment.
“We are in the final phase of testing related to the interconnection of anti-intravention payment systems between police and authorised institutions that perform these services, in order for the system to become automatic/online”, the Kosovo Police response reported.
Otherwise, according to the law in effect, if the criminals in traffic pay the fine within 15 days of its pronunciation date they only pay half of the previous amount for the offense. After this deadline or rejection of complaints from competent organs, the fine is paid full. /Rel
