German expert for the Balkans Wolfgang Ischinger, the creator of a plan to solve Kosovo's problem in the two Germany model, says the solution for Kosovo is not near.

As he said, he will be the first to welcome, if there is a plan that is widely based on the Serbian society and parliament, as well as equal support in Kosovo.

“We are miles away from saying light years away from these assumptions and conditions”, he said of Serbian media.

He said the most difficult problem in regulating Belgrade-Pristina relations is “the international recognition of both entities”.

According to him, the so-called Ischinger “plan aimed at concluding the Belgrade and Pristina agreement without mutual international recognition” and “for this reason, the whole problem is being avoided”.

“We had a similar situation in Germany in 1972, there were two German states that did not know each other, yet they had to establish a co-operation and both wanted to have a seat in the United Nations”, Ischinger said.

Ischinger, the former EU envoy in negotiations on Kosovo's status, said that “hasn't changed much over the past ten years and added that “would be valid to think about whether elements designated by the so-called “Plan Ischinger” could be applied to today's”.

Asked about the demarcation, he said that “any changes in the borders, which history has shown, makes people move and the question is whether this is what they want to reach”.

And whether this leads to peace or to new causes for the outbreak of conflict”, Ischinger said.

He said he also shares the major concern that changing the border could open Pandora's boxes from which new problems arise, which do not lead to a peaceful solution.
