Ramosaj claims that this company has made numerous violations during the construction of these plants.
He said that responsible institutions have not had adequate control over “Kelkos Energy”, and as a successor to this one those as a municipality have had obstacles to performing the decan-Plave highway asphalt work.
The subx0 institutions of this state have not carried out official tasks as they should have done, had no control over the construction provided, over the implementation of those in agreement and contract because the company which has acquired the right to build these plants has not taken into account two of the criteria which were definitely required with respect. The first one that bothered me was the ecological minimum of the river that hasn't been respected, the second construction had to be standardized what had to be done and had to get permission from relevant institutions that had been held accountable at the time. This year we've had numerous confrontations with the plant builder with the owner because we've encountered roadblocks, cables have been 20 cm underground and the road has had to become”, Decani's first said.
Decani's first major violation by the hydropower company in Decan has considered disrespecting the ecological minimum and utilizing the river's water for electricity production.
We've had a tension if I can say it like this with the company that built these plants, and the case has gone down, we're on trial in the middle, like the municipality and as a company that made the construction. I believe that we are right is our greatest asset that has municipalities and we are seeking an interstandard and within standards. The construction company is Austrian, and if he had done it in Austria, he would have ended up in prison, and I say that with full conviction, since at least he committed two three violations. Disrespecting the ecological minimum of the river is a very serious violation, the independence it has created in the ecosystem is too heavy, and also one of the hydropower plants, which is almost without permission, because it has not been completed as a project until the end. It had to become a water-gathering lake that these hydro plants were supplied to me from that lake, and this one took out the water from the ummi and put it into the pipe to produce electricity”, Ramosaj points out.
Decani's chairman, Bashkim Ramosaj for Kosovo, also spoke to works under way on the Lumbardh River.
The implementation of this project has been enabled thanks to a co-operation between the municipality and the Ministry of Infrastructure.
Last year's <x0 years we've started with work this year, we've been working on Decan's Lumbardh even though we have an unresolved topic again with the Decani area, with the monastery area, which I believe we have an agreement to reach because of the nature of the river's construction. It's the first phase I expect to be completed by 2020 which is up to 3 million and something, and the second phase needs to start from 2021 which is about a mile long from the Dema Bridge that we say to us, up to the Radonic feather of”, he says.
Ramosaj said that for this year they also have local road asphalt and the continuation of the Plav-Decan road project.
“We have two job contracts that are for street asphalt in the Decani municipality municipalities, which we have to continue with until climate conditions are created. I will continue the Decan-Plava Road project, the path of the historic village that also has character of natural and cultural heritage, this year I believe will be closed. The next innovation will begin to expand the city centre, which is a project that will take a long time and it is a very high cost of investment because it has to become a part of the Decani centre and we're thinking about making it a sustainable project, not to make a certain improvised project, but to become a project that has yet to stand, and has to make a solution for the citizens, Ramosaj declares.
This municipality within this year has also seen the asphalt of the road leading to Srellci's Bees, and the electrification of at least one birth to the Decani Bjeshks.
