The tax allocation has been a unilateral act and this act should be suspended for dialogue to continue”, Fabrizi told reporters in Belgrade, Radio Free Europe's Balkan Service reports.
He added that the EU has received the mandate from the UN Security Council to lead dialogue and that its form will not change.
The Kosovo government, since November last year, has taxed 100% of the goods imported from Serbia and Bosnia and Herzegovina.
The European Union has repeatedly called for its removal, while the United States has said the tax is not in line with American interests.
Kosovo Prime Minister Ramush Haradinaj has said the tax will remain until Serbia recognises Kosovo's independence.
Serbia's President Aleksandar Vuciq has said dialogue on normalisation of relations with Kosovo will not continue until this tax is in force.
