According to renowned Albanian historian and researcher Kastriot Dervishi, Miladin was responsible for the political side more while Dusan was on the military side.
So one was “Comisari” and the other “Commander” True. Enver Hoxha's report with them was as dependent on the superior. But what looks at these two pictures is some kind of excessive connection to Enver with his two bosses. In the photo of a group of party friends, Miladin is seen supporting his arm between Enver's open legs. Looks like a greater affirmation than between friends. Or Miladin had subjected Enver so much that he couldn't even think that he might be embarrassed... However, archives have discovered this photo.
The next picture only looks Enver with “Commander”, Dusan Mugosha. There's a previously undiscovered Enver in the picture. Some kind of unscrupulous show like the kids who take a picture of the big neighborhood and brag about friends then...

Of course, Enver saved these pictures, he never wanted to be public.
Historian Dervis also reveals the appreciative letter Enver Hoxha I writes to Tito shortly after the war. It stands out in the text of servilism and submission to it, especially in the part:
“For our new party, the instructions and advice of Comrade Tito have been one of the main factors that our party was founded, grew up, strengthened, and became the sole and inexplicable leader of the Albanian people”.
” Your consultations, and especially those of Comrade Tito, the bright line of the Yugoslav Communist Party and its bright experience, have served as a torch and an invaluable support on our hard way. ”
