The SBASK has claimed that these lost hours will not be compensated, despite the Ministry of Education's decision to do so.
Minister Bytyqi has declared that SBASKU may only have a moral obligation to declare in favour of such a decision, but it cannot make decisions that would be applicable.
According to Bytyqi the applicable decision belongs only to the competent body, which in this case is the Ministry of Education, Science and Technology, which has made a decision on the administrative directive.
