American general who most wanted Kosovo retired

Orr was placed at the helm of the Guard in 2009 by Gov Chet Culver, and continued to serve so far. Orri's military career had started in 1978 when he joined the National Guard.
The US administration two months earlier had cancelled General Orr's visit from the National Guard of the state of Iowa, who is a partner of KSF and supports KSF training. The American Embassy had confirmed that this happened because of the tax on Serbia.
But who is General Timothy Orr and what is the importance of cooperation between KSF and the National Guard of Iowa?
It was 2012, when former Kosovo President Atifete Jahjaga and former American Ambassador to Kosovo Christofer Dell had signed one Co-operation Agreement between the Republic of Kosovo and the United States of America, which was known as ʹ SOFA). The agreement signed on February 18, 2012, as it was announced at the time, defined the legal establishment of US military personnel and American citizens working in Kosovo, in programmes supporting joint security. The agreement would include in particular, the National Lowa Guard in the state partnership programme with KSF. The US agreement Kosovo would be named as an agreement demonstrating the power of partnership between America and Kosovo, writes Periscopi.
Before this agreement was signed, continued visits to Kosovo by high military figures from the Iwa National Guard had taken place. A year before this agreement, Kosovo was visited by General Timothy Orr. American General Timothy Orr, even in his last speech before Iowa General Assembly, mentioned with particular emphasis on Kosovo the partnership between the National Guard of Ioea and the Kosovo Security Force, writes Periscopi.
In his speech on January 17, 2019General Orr says:
Our third priority remains to build partnerships at the local, state, federal and international level. One of our most important co-operation is that through the State Co-operation Programme with the Kosovo Security Force and the Republic of Kosovo.

We remember that the United States of America has long been demanding suspension of the tax on Serbia. Such a request is supported by Kosovo President Hashim Thaci, but is opposed by Prime Minister Ramush Haradinaj./Periscope.
