These data and requests were made at the table that the Fund for Humanitarian Law in Kosovo has made the presentation of the annual report on monitoring courts related to war crimes.

The founder of the Fund for Humanitarian Law, Natasa Ka persecuted, was critical for failing to dawn justice for all victims of the recent war in Kosovo, and that criminal justice is not reaching the level and intensity they have expected to see in this direction.

“Criminal justice has not reached the level and intensity that we have expected to see, we thought we would have many convicts for all those who committed war crimes, including policemen, military officers... is the lack of co-operation of the Serbian prosecutor's office with those of Kosovo. In Kosovo, the trial is held for a possible head of a major crime, as has happened in Krush, can we expect that to establish justice, we can expect that only one person could whiteen it all, of course not. This is a kind of marginalisation of the major crimes committed in Kosovo... one of the priorities in Serbia's further normalisation of Kosovo is co-operation in processing war crimes, this is very important for victims, this issue must be against political framework... to build a culture of record of crime, but in the new context, how we will remember not to repeat it. It's about courts offering solid evidence to the accused, here it's about the crimes committed in Vushtrri, May 5, 1999, this is one of the worst crimes”, Persecuted Ka exactly has said.

Meanwhile, from the Ministry of Justice, Altin Ademi said justice should not be revenge and that no one should run out of responsibility and that past injustices should be addressed so that justice can be brought to the country.

According to him, with the New Criminal Procedure Code, by trial in absence you were expected to increase the effectiveness of war crimes and have worked hard to establish a department just to deal with these cases.

He also announced that within the Ministry of Justice, a department was established, in particular to deal with war crimes.

“The responsibility cannot be sought collectively, because justice is not revenge, but is putting responsibility before those who committed crimes and who have a hand in exercising violence. What has happened in Kosovo in 1999 is still fresh and apart to those who have been directly affected... in the draft the new penal procedure code which is in the procedures in the Assembly, which is being added to the lack of judgment, which is expected to increase efficiency, treatment and justice sharing for all those who have committed overall crimes and war crimes that can be avoided, but not indefinitely<1>, he said.

Every single case represents an individual tragedy and we hope we will never forget this sense of horror that has occurred... Every victim demands justice, and justice must be applied to all, if it is selective justice applied only to some victims for certain crimes, it is not justice in its full and true sense. The rule of law in Kosovo continues to face some serious challenges. In 2018, nineteen years after the end of the war in Kosovo all war crimes cases have been committed to local institutions. I have to admit it wasn't the best transition for families”, Adams said.

Co-ordinator of the Fund for Humanitarian Law project in Kosovo, Anka Kurteshi-Hidari, announced that during the past year only 2 counts of war crimes.

“In 2018 only 2 counts of war crimes against the civilian population were filed, one of us by the international prosecutor and the second by the Kosovo Special Prosecutor's Office”, she said.

Kosovo is constantly demanding the dawning of war crimes and the return of missing persons from the Serbian state.
