Kosovo's Assembly Hall is almost empty, though it was envisioned for the session to begin at 10 o'clock.
The oldest MP, Adem Mikulovci from the Vetevendosje Movement, is the only one standing in the hall on the day when the assembly will be decided on some very important issues.
Today it is meant to vote on the 2019 Budget Bill and the Law on Level of Salaries that caused the country's strike crisis.
A failure to vote the budget today means lack of salaries for the public sector for February, while another failure of the budget vote by March would mean the government's decline.
